Your Frozen Peas Are Processed. So Are Your Rolled Oats.
You are standing in a Dubai supermarket trying to “choose less processed food.”
Fresh tomatoes feel straightforward.
Then you reach the next aisle.
Frozen vegetables. Rolled oats. Plain yoghurt. Pasteurised milk. Dried lentils. Rice. Flour.
They have all been changed in some way before reaching you.
So are they still minimally processed?
Quick Clarity
Usually, minimally processed food means a recognisable food that has been altered mainly to make it safer, easier to store, easier to prepare or more convenient to eat—without being transformed into a substantially different industrial formulation.
That can include processes such as washing, cutting, chilling, freezing, drying, grinding, milling, pasteurising or certain forms of fermentation.
The important word is not processed.
It is how, why and how much the food has been transformed.
FAO's terminology for the NOVA classification describes minimally processed foods as foods altered without adding new substances, although unwanted parts may be removed. Examples include fresh or frozen fruits and vegetables, pulses, meat, milk products, grains, flours and pasta.
But there is an important complication:
“Minimally processed” is useful language—not a perfect universal border.
Different classification systems can draw the line differently, and researchers continue to debate how food processing should best be measured.
That is why shoppers need a practical definition rather than a purity test.
First: Almost All Food Is Processed Somehow
The word processing sounds more dramatic than it often is.
Consider what happens before common foods reach a kitchen.
Rice may be:
cleaned
dehusked
milled
packed
Oats may be:
cleaned
steamed
rolled
Vegetables may be:
washed
cut
blanched
frozen
Milk may be:
filtered
pasteurised
chilled
Coffee beans may be:
processed after harvest
dried
roasted
ground
None of this automatically makes the food undesirable.
WHO notes that food processing can include mechanical or chemical manipulation intended to make foods edible, extend storage or improve safety, and that basic processes such as milling have been used for a very long time.
The First Myth to Drop
Processed does not automatically mean highly processed.
Food processing exists on a spectrum.
That spectrum is far more useful than dividing the supermarket into:
“processed = bad”
and
“unprocessed = good.”

What Usually Counts as Minimal Processing?
A practical way to understand minimal processing is to ask:
Can I still recognise the original food, and was the processing mainly used to prepare, preserve or make it safer rather than construct a new formulation?
Common examples can include:
- washed vegetables;
- peeled or cut fruit;
- frozen plain vegetables;
- dried pulses;
- cleaned whole grains;
- rolled oats;
- milled rice;
- plain flour;
- nuts that have been shelled;
- pasteurised milk;
- plain yoghurt;
- roasted coffee beans;
- ground spices.
Harvard's Nutrition Source describes minimally processed foods as foods slightly altered for storage, preparation or consumption, with examples of processes including cleaning, grinding, refrigeration, pasteurisation, fermentation, freezing and vacuum packaging.
The FAO NOVA terminology similarly includes fresh and frozen produce, pulses, milk products, grains, flours and pastas in its unprocessed/minimally processed group.
Notice What These Foods Have in Common
They may look different from the moment they were harvested.
But the identity of the food is still central.
Rolled oats are still oats.
Frozen peas are still peas.
Ground turmeric is still turmeric.
Pasteurised milk is still milk.
That is a useful starting point.

Minimal processing is not about keeping food untouched. It is about whether processing supports the food—or replaces the food with a new formulation.
That distinction is much more practical than asking whether machinery was involved.
Processing Can Actually Be Useful
One of the biggest problems with the phrase “minimally processed” is that it can accidentally make processing itself sound suspicious.
Yet food processing performs important jobs.
It Can Improve Safety
Pasteurisation is processing.
Cooking is processing.
Freezing is processing.
Drying is processing.
These methods can help manage microorganisms, deterioration or food-safety risks.
WHO's food-safety guidance emphasises that safe food is fundamental to health, and its current healthy-diet guidance explicitly includes a variety of minimally processed and unprocessed foods as part of a healthy dietary foundation.
It Can Improve Storage
Drying pulses or grains allows food to remain usable for much longer.
Freezing vegetables can make seasonal produce available beyond the day it was harvested.
It Can Improve Usability
Few households want to buy wheat berries every time they need flour.
Milling makes grain practical for cooking.
Grinding spices changes their physical form but can make them easier to use.
It Can Make Food More Accessible
Pre-cut or frozen foods can reduce preparation time.
That matters in real households.
A definition of “good food” that only works for people with unlimited time, equipment and cooking confidence is not particularly useful.
Minimal Does Not Mean Raw
This deserves its own section because the two ideas are frequently confused.
A minimally processed food does not have to be raw.
Consider:
- pasteurised milk
- rolled oats
- roasted nuts
- frozen vegetables that were blanched before freezing
- plain yoghurt produced through fermentation
These foods have undergone meaningful processing.
Yet under common processing frameworks they may remain close enough to their original food identity to be considered minimally processed.
So:
Raw ≠ automatically minimally processed
and
Heated ≠ automatically highly processed
The purpose and extent of the transformation matter.
Minimal Does Not Mean “Made Without Technology”
A modern food plant can wash, sort, chill and package vegetables using sophisticated equipment.
That does not automatically turn the vegetables into a highly processed food.
Likewise, a traditional process can substantially transform a food.
Technology alone is therefore a poor shortcut.
A better question is:
What happened to the food?
Not:
Was a machine involved?
Where the Definition Gets Messy
Here is where we need to be precise.
There is no single universally accepted scientific system that perfectly classifies every food by processing level.
NOVA is the most influential processing-based classification system, but its boundaries and practical application have been debated.
Recent reviews point out that foods within the same processing category can differ considerably in nutritional composition, purpose, formulation and health relevance. Researchers have also proposed alternative ways of measuring processing as a continuous exposure rather than forcing every food into a categorical box.
Why Does This Matter in the Supermarket?
Because you may encounter edge cases.
Take bread.
A simple bread made from flour, water, yeast and salt has clearly undergone considerable processing.
A packaged bread containing additional texturisers, emulsifiers, sweeteners, flavours and other ingredients may have undergone a different level and purpose of formulation.
Or consider yoghurt.
Plain fermented yoghurt and a flavoured dessert-style yoghurt may start with the same basic food but end up as very different formulations.
So the useful question is not:
“Which exact processing box does this product belong in?”
It is:
“What has changed from the original food, and why?”
The Ingredient List Can Help You See the Difference
Processing cannot always be determined from ingredient count alone.
But the ingredient list gives useful clues.
Product A
Rolled Oats
One ingredient.
The original grain has been physically processed into a more convenient form.
Product B
Oats, Sugar, Flavouring, Oil, Salt, Emulsifier…
Now you are looking at more than transformed oats.
You are looking at a formulation built around oats plus other ingredients performing additional sensory or technological roles.
That does not automatically make Product B “bad.”
It simply means the question has changed.
You now need to evaluate:
- ingredient composition;
- nutrient profile;
- purpose;
- serving context;
- added sugar, sodium or fats where relevant;
- whether the formulation makes sense for what you are buying.
Minimal processing is a clue about transformation—not a complete nutrition score.
Another Important Distinction: Additives Do Not Define the Whole Story
Most unprocessed and minimally processed foods do not contain food additives, according to WHO.
But that does not mean shoppers should reverse the statement and conclude:
“Additive present = automatically poor food.”

Food classification, formulation and nutrition quality overlap—but they are not identical questions.

The Eatwise Four-Question Processing Check
When you are unsure whether a food still feels meaningfully close to its original form, use four questions.
1 — WHAT STARTED THE PRODUCT?
Can you identify the primary food?
Oats?
Rice?
Milk?
Lentils?
Vegetables?
Nuts?
2 — WHAT HAPPENED TO IT?
Was it:
washed?
cut?
dried?
ground?
milled?
frozen?
pasteurised?
fermented?
Or was it extensively fractionated and reformulated?
3 — WHAT WAS ADDED?
Look beyond the front of the pack.
Has the food remained essentially one ingredient?
Or has it become a formulation containing added sugars, fats, flavours, texturisers, colours or other ingredients?
The presence of additional ingredients is not automatically a verdict—but it changes what you should evaluate.
4 — WHY WAS THE PROCESSING DONE?
Was the purpose mainly:
safety?
storage?
preparation?
convenience?
texture?
flavour engineering?
building an entirely new food product?
Purpose can be as informative as the number of processing steps.
A Useful Practical Spectrum
Instead of trying to draw one perfect line, imagine a continuum.
CLOSE TO THE ORIGINAL FOOD
Fresh spinach
Frozen plain spinach
Dried lentils
Rolled oats
Pasteurised milk
MORE TRANSFORMED, BUT STILL RECOGNISABLE AS A FOOD
Bread
Cheese
Canned beans with salt

Soft drinks
Some instant meals
Some packaged snack products
The exact category can depend on the classification system and formulation.
That is precisely why this article uses the phrase:
a practical—not perfect—definition.
Minimally Processed Does Not Automatically Mean Nutritionally Superior
This is perhaps the most important guardrail.
Honey can be minimally processed.
Butter can be minimally processed.
Fresh fruit juice can involve relatively limited processing.
That does not mean unlimited quantities become nutritionally appropriate simply because the foods are closer to their original state.
Likewise, some more processed foods can provide:
- convenience;
- fortification;
- food safety;
- affordability;
- useful nutrients.
Harvard notes that processing can contribute to a stable food supply, improve safety and make foods more convenient, while also acknowledging that some heavily processed foods can have less favourable nutritional profiles.
Recent scientific discussion also cautions against treating processing classification as a stand-alone substitute for evaluating the nutrient composition and role of a food.
The better principle is:
Processing matters—but it is not the only thing that matters.
What Does “Minimally Processed” Mean for a UAE Household?
For a household shopping in Dubai, the concept should make everyday food decisions easier—not harder.
You do not need to reject:
- frozen vegetables because they were frozen;
- pasteurised milk because it was heated;
- rolled grains because they were milled or flattened;
- dried pulses because water was removed;
- or plain packaged foods merely because they passed through a factory.
In a modern food system, preservation, refrigeration, drying and packaging can be practical parts of getting food safely from producer to household.
The useful priority is to build much of the everyday pantry around recognisable foods and purposeful processing, while evaluating more complex formulations on their own merits.
That is far more realistic than chasing an imaginary completely “unprocessed” supermarket.
Common Mistakes When Thinking About Minimal Processing
Mistake 1: “If It Comes in a Package, It Is Highly Processed”
Packaging does not determine processing level.
Frozen peas in a bag are still frozen peas.
Mistake 2: “Fresh Is Always Less Processed Than Frozen”
Freezing is a processing step, but a plain frozen vegetable can still fit comfortably within common definitions of minimally processed food.
Mistake 3: “Minimally Processed Means No Machines”
Industrial equipment can perform very simple operations.
The transformation matters more than whether the process happened in a factory.
Mistake 4: “Any Additive Automatically Makes a Food Bad”
Ingredient function and complete formulation need to be understood before judging a product.
Mistake 5: “Minimally Processed Means I Can Stop Reading the Label”
No.
Processing level is one piece of information.
Ingredients, nutrition, purpose and serving context still matter.

At Eatwise, we would not use minimally processed as a badge that divides foods into morally good and bad categories.
We would use it as a practical question about how far a food has moved from its recognisable starting point and why.
We generally value processing that has an understandable job:
- cleaning
- making food edible
- improving safety
- preserving
- supporting storage
- making preparation practical
We become more interested in examining the formulation as processing moves from preparing the original food toward constructing a new food from multiple ingredients and functional components.
That does not automatically make the new formulation unsuitable.
It simply means the shopper needs more information.
Eatwise line: The goal is not less processing at any cost. It is enough processing for a clear purpose—and enough transparency to understand the result.

When You Shop Next…
When I next compare packaged foods, I will ask what happened to the original food and why before I judge it simply by whether it was “processed.”
So if you find yourself holding rolled oats, frozen vegetables or pasteurised milk and wondering whether they count as processed, the answer is:
Yes—they are processed.
But that was never the most useful question.
The better question is:
Did the processing mainly help prepare, preserve or make the food usable—or did it substantially reconstruct the food into something else?
That question will take you much further.
Frequently Asked Questions
Is frozen food minimally processed?
Plain frozen fruits or vegetables are commonly classified as minimally processed because freezing mainly preserves the original food. Added sauces, sweeteners, seasonings or other ingredients can change how the finished product should be evaluated.
Is pasteurised milk processed?
Yes. Pasteurisation is a food-processing step. It does not automatically make milk highly processed, and pasteurised milk is commonly included within minimally processed categories.
Is flour minimally processed?
Under NOVA terminology, flours can fall within the unprocessed/minimally processed group, although classification systems and specific formulations can differ.
Does minimally processed mean healthier?
Not automatically. Processing level is one useful characteristic, but overall diet quality, ingredients, nutrient composition, quantity and purpose also matter.
Is every ultra-processed food automatically unhealthy?
That is too broad a conclusion. Higher intake of many ultra-processed-food patterns has been associated with adverse health outcomes, but scientific debate continues about heterogeneity within the category and the extent to which processing, formulation, nutritional quality and other factors explain those associations.
